China is building an AI governance bloc that explicitly excludes Western democracies. At the World Artificial Intelligence Conference in Shanghai, twenty-nine countries signed a founding agreement for the World Artificial Intelligence Cooperation Organization, or WAICO. Charter members include Russia, Brazil, Pakistan, Indonesia, and Cuba โ not a single major Western nation. This is the first time Chinese President Xi Jinping has addressed the summit in its nine-year history. He pledged five thousand AI training slots for developing countries and declared that AI development should be "a symphony of international cooperation." Meanwhile, China's NDRC reported the country's AI industry exceeded one trillion yuan โ roughly $147 billion โ in 2025, with growth projected above thirty percent this year. The message is clear: China is positioning itself as the standard-setter for the non-aligned world's AI ecosystem.
On the hardware front, Huawei debuted the Atlas 950 SuperPod at WAIC โ billed as the world's largest AI supernode server, each node packing 1,024 Ascend chips with the ability to network up to 8,192 chips in a cluster. They also introduced the Atlas 850E, an air-cooled variant designed for data centers without specialized liquid cooling infrastructure. The industry shift this year is notable: at last year's WAIC, the focus was on individual computing chips. This year, it's about interconnectivity and full-system integration, targeting trillion-parameter model training. For context, this domestic compute capability is expanding even as US export controls block access to Nvidia's most advanced processors. In robotics, the world's first humanoid MMA tournament kicked off in Shenzhen last week, and it delivered a genuinely surreal highlight. The Ultimate Robot Knockout League features 32 teams from around the world, all competing with identical T800 humanoid robots from Chinese firm EngineAI. The robots stand about five-foot-eight, weigh 165 to 187 pounds, and have 29 joints. During the opening match, one robot's head snapped off from the impact โ and it kept running its fight algorithm anyway, swinging blindly until it fell over and crushed its own head. The season runs through November, with finals in December and a championship purse of 10 million yuan โ about $1.4 million. The competition evaluates motion control, balance algorithms, perception decision-making, and structural protection. And SpaceX is going for a double launch on Monday. Starship Flight 13 is now targeting Monday evening โ 6:45 PM Pacific from Starbase, Texas โ after July 16th's automatic abort at T-zero. Four Raptor 3 engines on Booster 20 failed to ignite, and Musk confirmed SpaceX is pulling and replacing two of those engines before the next attempt. The FAA formally closed the Flight 12 investigation on July 13th, clearing the path for this flight.
